Who gets which tier?

Tier 1 – Passive E-Seal + Location App/TMS: standard/low-value cargo, AEO consignors, short domestic hauls, bonded shuttles.
Tier 2 – Passive E-Seal + GPS add-on: high-value goods, pharma/cold-chain, DG/ISO-tank, routes with hijack history, corridors with insecure parking.


Workflow (end-to-end)

1. Apply & register – Seal applied; Seal ID written to manifest/TMS and printed on hand-off docs.

2. In transit
➤Tier 1(L1): driver/app sends planned-stop pings; no “seal-open” expected before lawful release.
➤Tier 2(L2): GPS feeds route/geofence/dwell; tamper-independent seal tracks open/not-open.
3. Scan at each control point (gate, depot, cross-dock, consignee) – UHF/NFC scan updates timeline; Seal-ID continuity is verified.
4. Decision – Any seal-open before release or Seal-ID mismatch ⇒ Secondary inspection (RED); otherwise fast lane (GREEN).
5. Evidence – One click exports a 30-second evidence pack (signed timeline + CSV/JSON).


Where the savings come from

1. Tiering avoids over-instrumenting every box; GPS is reserved for cargo/routes that truly benefit.

2. Seal-open-only logic removes false positives from vibration and simplifies training.

3. ID-continuity catches swaps/forgeries without opening containers.
